Isn't that him in 1990's Justice League America #38 as well?

Also, isn't there a continuity error (or at least an untold story) in JLA Vol 1 #260, where J'Onn talks of some need to salve Hank's life by making him Steel? Far as I know that was never spoken of before. In fact, Steel himself denies that the surgeries were necessary at least twice on panel.
